The R.A.B. Mystery Solved?

Some Harry Potter fans in Holland and Norway may have helped to solve the mystery surrounding the character identified only as R.A.B. in the sixth book "Harry Potter and the Half-Blood Prince".

R.A.B. took the original locket, used as a Horcrux, from the cave where He-Who-Must-Not-Be-Named hid it - the locket that Harry and Dumbledore were hoping to discover - and left another in it's place with a note to say it was he who took it, signing the note R.A.B.

There has been speculation that R.A.B. was Regulus Black the deceased brother of Sirius Black (not yet confirmed by J.K.R.). Fans tell us that in the Dutch version of the book R.A.B. becomes R.A.Z., and Sirius Black becomes Sirius Zwarts. In the Norwegian version it is R.A.S. and Black becomes Svaart. So is the mystery solved?
